It's a little easier to have an AB in HoE because the world's awash in
supernatural radiation, but I agree with the idea that normal people get
pounded on. I allowed a player to take the "Joe Normal" Edge that I
found on a HoE website. Essentially bars the PC from ever having an AB,
but gives a bunch of extra starting points. The character in question
handed out big cans o' whoop-ass even without an AB.
