Physics!  Physics!  It's not just the time it takes to finish burning
the powder, it's getting every possible dyne of force from the
expansion of the resulting hot gas.  As long as the pressure behind
the bullet is greater than the pressure ahead, you want more barrel.

(Er, unless hiding the gun is a consideration.)
