As a quick and easy solution, what I'd do is make the die type for the
backblast equal to the die type of the warhead you're pushing. A bigger
warhead needs more fuel to fly the same distance as a tiny, model
rocket-sized warhead. So, it would stand to reason that the exhaust for
such a tiny rocket would be appropriately weak. Compare a Stinger missile
to, say, Apollo 11 to get the idea I'm working towards. It's not just range
that determines what the exhaust is going to be like, it's mass as well.
So give him his rocket launcher, but make the backblast 4d4 damage instead.
I promise you that if he's as big a numbers-hound as he seems to be, he'll
find a better use for his components than a bass-ackwards rocket launcher
that does 4d4 damage.
