No one really knows where Hellstromme was when the bombs fell.  He might
have been off-planet (maybe his pals, the Reckoners, gave him some
warning).  Maybe he was already on Banshee.  Suffice to say, if anyone
had the capabillity to get off-planet after the bombs fell, it'd be him. 
After all, Denver and Junkyard were protected by shields, and he could've
stored a little shuttle anywhere in there.
Maybe I should put in some
SPOILER SPACE...




When Throckmorton came to Denver, he found that the factories there would
no longer produce ghost-rock bombs, but there was no readily available
reason why they couldn't.  Hellstromme had a little change of heart after
he saw what his work had done to the world, and he could have been the
one to disable the factories.  If so, he might have been in Denver at the
time the bombs fell.
