It's discussed in The Wasted West. It was Famine, actually. When she rode into
the citadel in Lost Angels, the priests therein (well, at least most folks
assume it was the priests' doing) called down a column of holy fire which
destroyed the citadel and everyone in it, incidentally triggering an earthquake
which dropped Lost Angels below sea level, which is why it's underwater now.
Famine walked out of the bloody water a short while later, apparently unharmed,
but her horse was never seen again.
