The reason is that browsers can only fuel powers that fall under their
"jurisdiction."  That means a car browser can power the locomotion in a
device, but not the Shield or Light powers built into it (I know some
people allow their junker-mobiles to have all the headlights).  This is
compensation for the fact that browsers make X number of GR per round,
and cars drain them by the hour.
Also, charging batteries requires more than just other G-Rays.  Much like
you can't charge one 9-volt battery with another 9-volt bateery, you
can't just plug a battery into a device that's making excess and charge
it.
