[HOE] Non-lethal Weapons

Are there any rules for non-lethal weapons?

Whats the point you ask?
I have a pacifist that can't kill anyone and wants to use rubber bullets and 
bean bags (shot from a grenade luancher or something similar).  Does anyone 
have any ideas about what they would cost or damage?
I think the bullets should do about 3d6 wind - opponents vigor roll.  but 
then I tried it and people with high vigor take no wind from them and I know 
they should do more than that,  they can break bones.  Any ideas?
