Remember that each reprinting of Hoyle's makes it harder to read the
encoded hexes within.  Since this is much later, and with much more
developed printing technology, I'd say the chart for different editions
of Hoyle's should be expanded, and the later editions should have a very
minute chance to contain a desired hex.  If you ever have the chance,
compare a modern Hoyle's book to one from the 1800s.  The only glance I
got at one was the book that the fans gave to Shane a year or so ago at
the Deadlands dinner.  The wording is very different, and the book looks
almost completely rewritten.  Maybe the Agency and/or Rangers caught on,
and forced a change in the way the book was written, and later editions
have no hexes at all.
When I had a character want to play a huckster in my HoE game, I made him
buy his Hoyle's with Belongin' points.  Of course, he wanted one with
almost every hex, so he didn't mind much.  The character was also a
Veteran of the Weird West (via the Old Timer hex), and simply managed to
hang on to his old book.  If he'd wanted a book for free, I'd have given
it to him, but made the "malfunction" number something like 5-7.
