I'd say that Mad Science gizmos would have tech spirits. The manitou
only puts the idea in the scientist's head, it doesn't inhabit the
device. Since the line between what is Real Science and Weird Science
has been blurred by about 200 years of practice, I'd consider
manitou-inspired gizmoes to be the same thing at this point (note no one
ever mentioned Reliability).
But also remember that a lot of Weird gizmos were built in factories.
Unlike junker stuff, anyone who could read a MS blueprint could cobble
the device together. Hellstromme had automated factories for this sort
of thing, and I'm sure other manufacturers did too.
Perhaps these old, handmade gizmos are still aound, with big-ass tech
spirits waiting in them...and junkers are hunting them down to free the
spirits within.
