[HOE] Head Butt

The description of the Head Butt manuver indicates that it only does Wind
damage.  Can a martial artist opt to do real damage with this manuver
like he can with bare hand or foot attacks?  I'm thinking about making a
character who is a practitioner of the "Scottish Martial art" mentioned
in 'So I Married an Axe Murderer,"  though I can't repeat the name here.
