[HOE] Waste Warriors

I just got done with my read-through of Waste Warriors (my own copy is on
hold until I can afford it).  Is it just me, or is that Soldier
background chart a little harsh?  I mean, you get a net gain of 3-6 skill
points (not counting Special Forces), and in exchange, you get a pretty
good chance of being maimed badly.  The results of the chart are worse
that Veteran o' the Wasted West, for not much more benefit.
Of course, you get the double-belongin's thing, but you need to spend
points on Rank to get that anyway.
Plus, at least for the Damocles soldiers, it doesn't make any sense.  Why
would they volunteer such "damaged goods" to a project like that?
