No it wasn't. It was built as an easy method of information exchange, and 
one that had no central point of failure so it couldn't be taken down by 
some kook blowing up a building or two.

The whole "information should be free, man" crap was tacked on later by a 
bunch of ex-hippies who bought themselves computers and wanted to continue 
their free love ideals.
