Well, that brings up another question...

I actually had that idea myself, and was planning on making a sword like
that, but then I stopped and read the section where it talks about improved
speed.  It says that "it's possible to reduce a weapon's speed to zero".
That, to me at least, sounds like zero is as low as you can take the speed.
I think if you could go into the "negatives" with weapon speed, it would
have said something like "it's possible to reduce a weapon's speed below
one", or something.

So which is right here?
