I've been thinking about that one as well.
Plan a few viral outbreaks in areas. After extensive research, the CDC
reports that the vector was from several recently deceased bodies. A new
disease has manifested itself.
From these beginnings you start to change society's habits about burial
procedures. You start with medical encouragement of cremation or at least
rapid "processing" of the deceased. Once a supply of harrowed is
guaranteed (with the cyborg process) you stage another viral outbreak
(possibly with fatalities this time) and force such procedures into law.
