High tech. Admittedly, most of HoE is 1990's tech, but something had to
advance. :-)
Better chemical composition in the charge, new alloys, etc. If the
player's need a societal reason, then remind them that the existence of
Cyborgs eased a lot of resistance to "Cop-killer" (armor piercing) ammo,
and in fact fueled development into the area.
And of course, the rounds had to fit normal sized weaponry. Otherwise the
home owner looking to protect his property would never be able to use them.
AP4 may be overkill, but in the real world I would say that the .50cal
handgun (by Desert Eagle?) is overkill - but it sells simply because it is
a .50cal handgun.
