Yes, a toxic shaman can remove a doomsayer's mutation. However, no doomsayer 
worthy of the name would allow this to be done willingly. Any doomsayer that 
willingly has his mutation removed lose his ability to cast miracles until he 
deliberately exposes himself to radiation and gain a new mutation. Doomsayers 
who lose their mutations against their will do not lose their miracle ability 
right away. They have a month to gain a new mutation (and thereby regain the 
Glow's mark and favor) or they lose their casting ability.
