Because I didn't give them a choice. 
In my version of things, the AI runs _all_ the cyborg's systems, this
includes the spirit fetter. No AI, no working spirit fetter. 
There are 2 reasons for this:
1) Cyborgs far too easily unbalance the game, my players don't seem to
want to run around with rocket launchers, why make it so the bad guys have
to?
2) In this case, being a Cyborg isn't a wonderful benefit, it is the
lesser of two evils. It is the AI that makes it so...

I'm not a completely heartless bastard, I let them connect the AI up to a
computer and scan it's rules of engagement. (what a pity they didn't find
out about 'hidden' directive 4, okay so maybe I am heartless :)

As for the amount of surgery required to attach the AI, 
I'm willing to wave my hands a bit and say it's possible to do
if you know where all the wires go, it's not like you have to be 
really careful when operating on a harrowed...
