Putting together all the authoritative information,

  One power focus lets the cyborg use any one power at a time of
  those he started with and/or added through bounty points.  The
  level of the power is the smallest of three values: the level the
  'borg has acquired in that power, the rating of the power focus,
  and the amount of drain the 'borg allots to the power focus.


Now, my own new question...

     How much does a cyborg WEIGH?  (As a function of his type,
     gear, modules, armor and so on.)
