I think the main reason you don't see many blessed is that they're not in
the HoE rulebook.  It's mentioned somewhere about a lot of folks losing
their faith when the world fell apart, but I still think there'd be a few
out there.  Of all the Weird West arcanes, I'd be most inclined to let
someone be Blessed than anything else.
