I think Steve hit on the major point: if you're unfamiliar with the
junker rules, don't let people play junkers, pure and simple. There are
a lot of things that the Marshal is supposed to handle with junker
devices (stability checks, taint) that you won't know how to do unless
you read that book. And that's assuming the purest inentions on the part
of the junker player. If he wanted to pull the wool over your eyes, it'd
be really easy.
Now, I just constructed a gun based on the description you gave. The
sick thing is that a gun like that isn't THAT big. Here goes:
Big Ol' Gun
Ammo Size: 1
Damage: 5d8
RoF 15: 35 slots (35 x Ammo Size)
Range Inc 50: 15 (15 x Ammo Size)
(here, I guessed as to the number of rounds it could hold)
75 round
detachable
magazine: 18.75 slots

Components
Electronic: 7
Mechanical: 21
Structural: 17
TN to build: 10
What this means is that his gun is the size of a heavy machine gun.
Makes sense, because it IS a heavy machine gun. Now, the total weight of
all the components is 77.25 lbs. I'd start by using that emcumbrance
against him; drop his Pace by a lot unless his strength is pretty high.
Was this gun his starting device? If so, it's technically (very
technically) legal, and he doesn't have to roll to make it or test for
backlash or Taint. Thing is, your starting device can be anything with a
TN to build of 10 or less, with Marshal approval. That "Marshal
Approval" part is what lets you keep stuff like this out of your game.
I'd also make a point of the fact that this gun isn't exactly
concealable. Granted, most settlements don't mind folks carrying guns,
but they might make an exception to someone carrying that kind of
artillery around. Some towns might charge an entry fee for him, they
might confiscate the weapon while he's in town, or they might not let him
in at all. Stories of mad, Tainted junkers can get around, and they
might not want to take a chance with a guy toting a gun the size of him.
But remember that there are real-life guns that are better and smaller
than this. I know I could design an even more badass gun with the junker
rules, and probably cut the size down a little, too (no one really needs
a range increment of 50). So, it could always be worse...but you can
deal with it.
