One friend of mine came up with an idea that was pretty far out there, as
far as things in HoE are concerned.  Imagine a posse, barely eking out an
existance in the Wasted West..  One night, they see lights in the sky. 
Going to investigate, they find pre-war looking helicopters or VTOLs
(though not Raptors) landing.  Should they stick around to see, about 15
Japanese men in suits step out of the vehicles and begin looking around. 
They don't look like wasters at all, just normal, pre-War businessmen.
The catch here is that Japan (or any other country) has survived the War
completely intact.  If you wanted to take it to the next level, say that
North America was destroyed, but most of the rest of the world made it,
and until now, have been afraid to venture in.  This would mean taking
the game far away from the probably future of HoE, but I think it'd be
interesting to try.
Of course, this is from the same  guy who ran a conspiracy campaign that
revealed that Banshee was a made-up planet, and that the Faraway war was
really a Wag the Dog type of scenario, so take it with a grain of salt.
