He's not a vehicle, so I'd use the power armor rules.  This is hard on the
player, so I'd also rule the SRU could fix the armor.

Yikes.  I don't remember an official rule, but my knee jerk reaction is that
it only works for one weapon per action.  Then Uber 'borgs would want two
targeting systems...

SRU repairs the mechanical bits.  His body heals at its own rate, and can be
accelerated by the same arcane processes that would've worked before the
cyborg parts were added (might need a cyborg power focus?  did I get the
name right for that?).  The armor and shield is supposed to keep his fleshy
bits from getting damage ;-)

All these are pulled from memory.  Errors are bound to be there.

Remember, the biggest drawback to cyborgs is the AI, and the next biggest is
every non-cyborg person out there.  The 'borg may need to stay out of town
while the rest of the posse goes in for supplies, to keep from spookin' the
populace.  And with all these enhancements, the character's ability to
resist the orders from his AI is very reduced.  When next I get to play
rather than marshal, I've got a cyborg all ready to go.  But the heaviest
I'd go (as a player) is an infiltrator, for just these reasons.  I want to
go into town.  I want to roleplay.  I want to see the other posse memebers
faces when the AI takes over.  I love this game.
