Parts is Parts. In fact a Junker with a Browser that follows him back could
build a device that has no TE problem. Making the basic parts to assemble a
Junker computer wouldn't be as hard as one would think.
Components:
Chemical: Chemical science in the 1900's wasn't a sophisticated as
during the Last War but it was pretty good and I'm sure a Junker can dance
around that. Also an Alcamist can make up for anything science lacked.
Electrical: Wire from a light, a good glass blower to make the hosing
for transistors and Walla you got a Junker circuit board. You really don't
need a real CPU in a Junker device.
Mechanical: Gears pulleys and so forth are everywhere in the big cities
of the 1900.
Structural: So there's no plastics, use metal or wood.
Using the list I just made would probibly make a larger than normal Device
but it would work just the same.
As for the problem of Junker devices needing a Techno-Spirit, Junkers are
refured to as Techno-Shaman because they comumn with the Techno-Spirits.
There aren't any Techno-Spirits because as soon as one is released a
Nature-Spirit tears it apart as it hits the other side. So how would a
Junker find a Techno-Spirit back than, they need to get one before it hits
the Hunting Grounds. For a Junker to do this he falls back to a time honored
tradition...Sacrafice!
