   Actually I would figure that ghost rays just add to the chance of having 
mutant kids, after all that is apparently what is happening according to the 
good doomies "Sure, your obsolete, but spare ghost rays will take care of 
that without us worrying about it."    
    And while I'm not sure I think that rampant infertility would have been 
mentioned in the essay about HoE populations and critical levels, which it 
wasn't if memory serves.
