Active. Specifically, it's a Vamoosin' action (you discard your held action
or highest card). Your Dodge roll becomes the new TN to hit you. You can
roll Dodge after the hit has been made, but *before* hit location or damage
has been rolled, or you can Dodge from the get-go.
