Being that they are steel-cored bullets, would AP rounds actually have
an effect on a magical protection like Forcefield or Armor of the
Saints? Or just physical things like Kevlar and steel? 

I would definitely say that a magical AP attack would work on magical
protection, but what about physical AP on magical? Magical on physical,
yes, I would say. An armor vest won't stop a Soul Blast, because the
damage is done through the targets spirit and the hex doesn't effect
non-living items. A Brain Blast, OTOH, will shatter brick.

Because it's at least real confusing to me.
