This is one that bothers me too as the heavy can has no cyberlimbs or
torso, but in the picture it looks like his whole body has been replaced.

Actually I would say no as it is smaller (shorter barrel) and doesn't have
the same AP as the one in Wasted West. Maybe if you over-charge up to AP 2
the rule should kick in?
