Well, I can see the green Doomsayers spreading pollution like that.  The
purple ones wouldn't be so inclined, and hence wouldn't pick up toxic
guardians as often.
As for the good guy/bad guy arcane types, I see your problem with the
Toxies.  I thought about officially banning hero Toxic Shamans in my next
campaign, but decided against it.  Rather, I'm going to take a slightly
different take on it than the book says.  My way says that anyone can
contact Toxic Spirits, but that it's easier for them to work their mojo
in places that are corrupted.  The favors are done similarly to the
original way Hexes were described: the spirit intervenes, pushes its way
into the world and does the trick for you.  While in the world, toxic
spirits like to drop a little of their juice around, hence the Corruptors
making the world dirty by using their favors.  But, with an extra bit of
effort, you can prevent the spirit from gooing up the place.  I'd have
cleansers have to spend a bit more Strain to use a favor or something. 
Alternately, the Cleanser can tell the spirit to contaminate him instead
of the land, and he can take some Wind damage whenever using a favor. 
Corruptors can go around polluting because that makes it easier to use
their magic, but it's not an integral part of being a toxic shaman.
This explanation seems a bit less silly than the one about how Cleansers
work their mojo in the book.
