It could be that Silas isn't as insane as most people thinks and knows
about the Combine's plans. So maybe he's gonna wait for the Combine and
everyone to fight it out and exhaust each other. Then when it's all over
and the winner is weakest, he'll pour out of Las Vegas and make his bid to
take over.
Seems like a pretty good plan to me...
