Well, it'd probably be the Marshal's call. If a Templar swings a sword at
your arm and deals a Maiming wound to it, it could be said that (and
everybody join in here) "Your arm's off!" (unless you spend Fate Chips- "No,
it isn't...") due to simple logic. In fact (and this is according to July's
Maxim), when Aaron Burr was a Lieutenant at Valley Forge, someone pointed a
pistol at him in mutiny, shouting "Now's your time, boys!" He raised his
sword an cut off the guy's arm in a single stroke. Now THAT is DEFINITELY a
Maiming wound. Judging by what I read about it, I'd say the accident
Stephen King was in dealt a Maiming wound to his leg. Basically, just use
common sense within the context of the situation. If it's an explosion, I'd
say that would be kind of tricky. You could say that it's either blown off
or simply pulped, and then it would have to be amputated. It might depend
on whether or not there's stuff to get blown into you or not. If you're
holding one, though, your hand's going to be gone. I'd probably even say
you couldn't spend Fate Chips to avoid it since it's essentially
self-inflicted (you're the one choosing to hold it, after all), and I'd
definitely say that it was a hit location simply due to the rules of logic.
Then again, that's getting into Massive Damage, which isn't the point here.
I'd say that the reason you can't heal a Maiming wound to the Noggin or Guts
is that they tend to kill you. I'd let a Harrowed heal Maimed Guts, but
obviously not a Noggin. The reason that you can heal wounds to the limbs is
that, bleeding aside, they don't kill you, therefore your body has time to
heal (unlike, say, having someone stuff the aforementioned grenade into your
mouth or having a Syker use Aztec Surprise on you).
