[HOE] Sykers and healing [Hopler]

OK, yet more on Flesh Knit. Hopler (or some other high mucky-muck)
responded that sykers could try to heal themselves as much and as often as
they wanted. And that if they fail they can just try again, and all they
are out is some strain (para-phrasing). The problem is (as I can see it)
that if a syker power fails the syker DOESN'T pay strain. So effectively
they can just keep trying until they get it right with no ill effects
(other than the off chance of getting brain-burned).  Clarification?
