Yup.
 
 Next question.  What if you want to create a light cyborg without the cyber 
 eye?  Could you "trade in" the eye for money (whatever that's worth) for 
 something else?  Same thing applies to the SRU if you don't want one (maybe 
 yer one of the first 'borgs...or whatever).
 
Sure, as long as it's okay with your Marshal.

 How about trading in the package money for edges?  Say $2,000 per point?  
 Basically it's the opposite of spending your VotWW points at $2,000 a pop?

I don't believe I would allow this for two reasons. First, it doesn't make 
any sense in the logic of the world, Edges are something your character is 
born with or develops over a long period of time, while the cyborg equipment 
you have as part of your basic package is simply stuff the government shoved 
in your deader when he was commissioned. Secondly, and more importantly, is 
the issue of game balance. Cashing in the equipment money for Edges would 
allow the creation of some ungodly characters that would be less cyborgs and 
more super-Harrowed without Dominion problems. In most cases, Edges are 
permanent and can only be lost under extraordinary circumstances, while 
cyborg equipment can be damaged/destroyed/lost/stolen.
 
 How visible are light/hard points?  Are light points like the things in Neo 
 from the Matrix, when he's in the tub o' goo? >>

Yes, those are about the right size.
