[HOE] cyborgs and harrowed

Technically, a cyborg can take any harrowed hinderances that fit his/her
character. However, as a marshall I would not allow a cyborg with an
infiltration system to take degeneration...I mean come on!

MGK, where did you see that Veteran cyborgs "CAN'T" use the 4 points for
buying harrowed powers? If you look carefully, I believe it says they can
use the 4 points for either buying harrowed powers OR by spending them at
$2000 a pop. I don't recall the book saying anything about them not being
able to buy harrowed powers...then again, I could be wrong.

Now here's a new question. How many body locations do cyborgs have? The
book says something like 4 interanal for the head, 7 for the torso, and 4
for each appendage. However, the cyborg sheet lists like 8 for each
location!! So, which is it? How many locations are there (both internal
and external) per location?

Since they are Harrowed, I would say "yes" all but for "Degeneration".

Cyborgs with "Veteran" get 4 points to convert to cash for cyborg gear
*only* at the exchange rate of 1 point per $2,000 in gear. Most cyborgs
were made Harrowed, rather than fighting their way back from death.
Since the fetter was put in right when they were brought back, they
did't have the chance to develop powers [the manitou's energy went
directly to powering the can.] I would say that they could get Harrowed
powers, but only if they had a Power Focus and paid points for the
powers.
