Actually, this isn't the case. Chips represents Fate (tm) that intervenes and in some miraculous way saves the character. Think of it as the scene in Pulp Fiction, where that guy unloads his gun at Travolta and Jackson at point-blank range, and every bullet misses. He should at least have wounded them - but somehow, he missed.
If a bullet is fired at you, and the shooter aimed correctly, there is no way you can dodge the bullet unless you are already moving. And there is a limit how many times those bullets can hit the various metal items you carry.
However, if you want the game to be a bit more deadly, and you want to keep your players from doing silly stunts like the one you described, then I see nothing wrong with using a house rule that says that you must have an explanation. You might concider letting the player make up that explanation, though, and you should definetly inform the players in advance.
