It is in the Marshal section/No Man's Land, so you may not have read it,
but...SW, page 122:
"If the group can't pass through Sioux territory, they are going to have to
hoof it in via either the eastern or western highway. Unlesss the group has
a tow truck and a lot of patience, there is NO WAY to bring a vehicle into
the city, the highways in and out are a tangled mass of wrecks and the
roadway has collapsed in a few spots." (my emphasis)
"Driving along the mag-lev rails isn't much better. All of the tracks are
blocked by stalled trains that stopped when the city lost power. It's
possible to squeeze by on the maintenance walks, but nothing larger than a
bicycle will fit through."
