I got the impression that the spirit had been going to sleep/loosing
power for quite some time now. It could be interpreted either way
actually. And both make sense, one has the spirit going to sleep right
after the Summoning (Right, now I can get back to sleep) the other has
the spirit retreating because of the Last War or because of War riding
into the nations (Eep! Time to go!). I prefer the gradual break down
theory because on page 14 of Spirit Warrior it says that "within a few
minutes of crossing the border, any hovertanks sent in would become
$50,000,000 boulders". The "within a few minutes" statement suggests that
tech didn't stop working the instant it entered.

The totem markers would allow the convoy access to Deadwood. The problem
is getting their hands on these things. It seems like the Caretakers
would guard these things with all vigilance.
