Ok, I think I may have a comprimise for this. It took some reasearch but
here we go...

Deadwood and Devil's Tower are within the Sioux Nations. The Sioux
Nations are protected by an Elemental Spirit that destroys tech coming
within its domain. Every full minute that a non-old ways piece of
equipment is inside the zone it must make a Reliability roll with a -4
to its base reliability. ICBM's (the preferred missile of the military)
have a speed of "multiple times the speed of sound" (Encyclopedia
Brittanica/ Missiles). Assuming the missiles available in 2081 can reach
a speed of 7 or 8 times the speed of sound, that gives us a speed of
88.76 to 101.44 miles per minute. The shortest distance from the border
of the Sioux Nations and Deadwood is around 125 miles. This distance
forces the missile to make one reliability roll at 16. Fire two at
Deadwood and you are virtually guaranteed one, if not both, will make
it. Devil's Tower is well within the 100 mile range of the border so
missiles targeting the Tower would not need to make any rolls. Even if
the missiles had to cross the longest distance possible to Deadwood,
they would have to make 2 rolls on average, 3 at most. Their is already
a precedence for cities to be hit by multiple nukes (see Iron Oasis) so
the likelihood of multiple missiles being targeted at Deadwood are high,
especially if the world leaders knew of the "Sioux No Fly Zone" and how
it worked.

There you have it. It doesn't change the fact that the continuity guys
made a BIG mistake, but it lets marshals use both books without a lot of
reworking.
