Are you taking into account the fact that the rules _already_ make Kevlar 
less effective against HTH attacks (page 58)?

Just that Pinnacle obviously agreed with you that Kevlar is less effective 
against HTH - you're just taking it down two steps instead of their one.  So 
I was kinda curious...
