   I would say yes.  This is because it is possible for anyone to be a Harrowed and thus can be turned into a cyborg, thou you have to find someone to do it for you.  Which either requires a trip to junktown (and trusting junker made cybernetics), joining the Combine or beinf lucky enough to find an old cyborg factory.
   As for starting characters, I can't see a Doomie Cyborg unless there is a good story.  But Psykers (I have a greenie Borg in one posse) are possible and if they are from Faraway it would be possible that they were made into a borg during the war.  Templars are possible, but your heart has to really be in the right place.  And junkers.....Sure thou you have to be careful of this as the cyborg could feed his own equipment.
