Can a Cyborg Character in HOE be one of the Arcane BAckgrounds(Templar, 
Junker, Psyker, Doomsayer, Huckster ...)  I can't seem to find anything on 
it.  I would think not since they already really powerful but I'm curios to 
see what you all think
