Ah. . . perception.  Instead of treating the martial artist rules for what
they were - a bonus item thrown into the boxed set that is supposed to be
focused on the California Great Maze, folks started thinking that it was
the martial artist boxed set. . . 

Same thing happened with the cardboard specials they tossed into the boxed
set.  They had leftover cardboard from the box creation process and decided
to use it as an added bonus.

Of course, if all you are interested in was the martial artists, then you
are forced to buy a full sized book to just get one small section of it.  

It's all a matter of perspective.


And - I've heard from Shane that you can order the martial artist booklet -
by itself -  from PEG for $5.
