Since RVC II is on the shelves, I'll take this opportunity to plug--especially since it answers this question somewhat. 

The original five hangin' judges are now pretty tough and individualized. Worse yet, one of them has the ability to create new, "lesser" judges. Lesser judges in this case being the standard Marshal's Handbook version.

Given that, it's very possible that one of the originals or some of the lesser judges are still crawling the Wasted West.
