Personally, I like a campaign where posse members are scrimping for ammo in
every game session and they have to wonder whether they should fight HTH
instead of shooting in case they encounter something tougher later.
Unfortunately my posse has two members who crossed over from my Weird West
campaign with a plethora of weapons in their steam wagon, which they have
not even begun to deplete. Because of this they tend to encounter
abominations in the game rather than other humans, as I try to whittle away
their firepower advantage bit by bit.
As for civilian towns I usually have the citizens equipped with crossbows
and HTH weapons, with maybe one out of six people actually carrying a
pistol or hunting rifle. This is done not only to show that ammo's getting
a bit sparse 13 years after the Last War, but so my players don't get it
into their heads that they can just steal firearms from townsfolk whenever
their supply runs dry.
