[HoE] [HOPLER] Rocket Man TN ?

Ummm, does anybody know what the TN for Rocket Man _is_...?

It certainly seems to require one, since you have to build fuel slots and 
use structural components and all - rather than just use the Ammo rules (to 
build the Warhead) and the various sensing stuff (if you're building a 
missile), and slap propellant on it.
