[HoE] Questions about Iron Oasis [Hopler]

I just got Iron Oasis today, and first off I'd like to
say it is, as always, another quality book.  However,
I've got a few questions about the bionics:

1) How does a junker build a soul tap?  What powers
are required?

2) Can a Cyborg get a soul tap installed in addition
to the spirit fetter to provide more power?

3) Is it possible for a living person to get a spirit
fetter instead of/ in addition to a soul tap?  Can a
fetter be created for something other than powering
bionics, like a power pack for a gizmo?
