Actually, I have started to work something like that into my campaign -- so
far I'm only dropping some hints, and I don't really know yet what the
consequences will be -- it will all depend on how the campaign turns out --
but different PCs have already different ideas about how long ago the war
was -- those that have taken the Veteran background feel like it's been
10-15 years, and those that haven't believe the bombs fell only 3-5 years
ago. Of course, the PA setting means that there is no official
timekeeping, and not many people bother about what year it is, so the
question has not so far gained any importance, but I believe the
fragmentation will continue in the course of campaign.
