It's good to remember that 13 of those 100 years were after the bombs
dropped. One can also hypothesize that the military kept its tech closer to
its chest than it has in our timeline, because a lot of tech depends on
certain secrets, i.e. the existance of the supernatural, that both the USA and
the CSA were trying to hide.
Another speculation is that after the era of Mad Science, people became
suspicious of "progress" and the "next new thing," leading to a slowdown in
non-military acceptance of such things.

P.S. I'm still trying to imagine 1990s Civil War re-enactors in the Deadlands
universe. "Okay, this replica flamethrower fires water, but is designed to
simulate the unreliability of such devices, so if it starts foaming, the
operator is dead. On a similar note, Bob has loaded the simulated dynamite
thrower with padded, faux dynamite..."
I imagine there would also be a split between the re-enactors who follow
"official" i.e. non-supernatural statements about the war and those who
consider the Epitath to be a reliable source. "Okay, now, if you get killed
during the re-enactment, look in the envelope we gave you. If it has a piece
of paper with a 'Z' in it, you've become a zombie. Get up again and start
shooting at everyone nearby..."
