Off-hand, I'd guess that it is because it seems to be the most heavily 
populated settlement in the whole of the Wasted West. Everyone who thinks 
him/herself to be a "Player" in the Wasted West (I'm talking character 
mentality, and not player mentality) will pass through here at one point or 
another.

They mint their own money, produce the most Spook Juice and generally have 
the most technological advances (real science and Junkertech) of any known 
settlement.

Wasted West, Road Warriors and Iron Oasis are what pretty much put all this 
into perspective.
