Well - from the accumulated rulings the Templar powers still work if the
hero becomes harrowed. 

But as for Simon allowing it. . . I dunno.  Given the Templar's strong
stance on evil in world, I would say not at all.  An applicant would be
turned down, and an already existing Templar would become subject to the
Oath of Blood.  
But then you think of the fact that Simon's personal martyr is Ronan Lynch
- the undead gunslinger of the Weird West. . . 

I would guess that Templars who became harrowed in the course of their
duties would be allowed but under a very watchful eye.  If too many succumb
to the manitou then the Order may adopt a no tolerance policy.
