Sice the familiar is a device, it takes damage as a vehicle. This should make 
it a little tougher to kill.

 2)  Should the Junker be allowed to spend chips on a 1-for-1 basis to 
prevent 
 wounds/damage?  Or does he have to spend 2-for-1 as usual like when giving 
 chips to other posse members?  

He can spend chips for the familiar at the usual 2-to-1 ratio. Since the 
familiar is taking vehicle type damage, each chip level spent negates on 
Durability Step's worth of damage, i.e. a white chip stops one Durability 
Step's worth, a red chip two etc.
